I think he means minimize your losses as, say you bought 3 tickets. If you win on the first ticket in line, you know the two after most likely aren’t going to be winners and wish you didn’t buy them. Buying one at a time lets you either take your money and leave or move to a different game without as many wasted purchases.
Easiest way to make money…come up with a way to convince people how to make money for themselves. This guy is smart tho, i wonder how much he gets paid from his website links and whatever else he does. At least it’s not scammy or shady. Props dude!

i tell u…he is rite! i used to work for the dept or revenue for illinios. if u win a few dollars at a ticket, keep buyin the same. they are usually 3-7 “winners” in an approx. 60-85 “loser tickets”

It seems to me that this doesn’t really maximize your winnings, it just minimizes your losses. In the long run, your average is extremely likely to be the same. Your rule is very, very good advice if you want to do that type of thing, though, because you don’t end up paying more than you can afford.
